19.\nFostering Inclusivity Through Closed Captioning in Los Angeles County\nRecommendation as submitted by Supervisor Mitchell: Instruct the Interim\nDirector of Aging and Disabilities, in consultation with the Commission on\nDisabilities and Directors of any other relevant agencies or Departments,\nincluding the Director of Economic Opportunity and County Counsel, to report\nback to the Board in writing within 90 days with a draft Closed Captioning\nordinance and proposed implementation plan for the County to adopt in the\nunincorporated areas of the County. The report back should include clear\ndefinitions of key terms and reasonable exceptions. Instruct the Interim Director\nof Aging and Disabilities, in consultation with the Director of Economic\nOpportunity, to develop informational and educational campaign materials that\npromote the activation of closed captioning on televisions in public spaces\nwithin public facilities and businesses located in the unincorporated areas of the\nCounty, with materials available in threshold languages; and report back to the\nBoard in writing within 90 days with details on the campaign’s content, scope,\nand proposed timeline. Instruct the Director of Economic Opportunity, in\nconsultation with the Interim Director of Aging and Disabilities, to identify key\npartners and convene stakeholder engagement efforts with representatives from\nthe business community prior to the adoption of any ordinance.
