47.\nSikorsky S-70i Firehawk Helicopters Sole Source Acquisition\nRecommendation: Acting as the Governing Body of the Consolidated Fire\nProtection District (District), approve the District’s request and authorize the\nDirector of Internal Services, as the County’s Purchasing Agent, to proceed\nwith the sole source acquisition, and enter into a purchase agreement with\nSikorsky Aircraft Corporation to acquire two Sikorsky S-70i Firehawk\nhelicopters, pilot and aircraft mechanic training, for a total acquisition amount\nnot to exceed $73,500,000, including estimated tariffs and sales/use taxes.\nAuthorize the Fire Chief to revise the total acquisition amount up to 10% of the\ntotal amount, due to changes in reciprocal tariffs that may be imposed on the\nimport of products from the European Union to the United States with advance\nnotice to the Board. Authorize the Fire Chief and the Director of Internal\nServices to execute all necessary purchasing documents related to the\nacquisition of two S-70i Firehawk helicopters. Approve an appropriation\nadjustment to transfer $41,500,000 from the Fire Department’s - Measure E\nSpecial Tax Fund and $9,879,000 from the Fire Department’s Helicopter ACO\nFund - Committed for Program Expansion to the Fire Department’s Helicopter\nACO Fund Capital Asset (CA) - Equipment appropriation for this purchase.\nAuthorize the Chief Executive Officer to obtain tax-exempt lease financing in an\namount not to exceed $22,100,000 for the acquisition of two S-70i Firehawk\nhelicopters for a lease term that does not exceed ten years and to execute any\ndocuments necessary to complete the financing transaction. Authorize the Fire\nChief and the Director of Internal Services to execute a trade-in or sale of\nHelicopters 16 and 19, to offset the purchase of the two new S-70i Firehawks.\nFind that the purchase is exempt from the California Environmental Quality Act.\n(Fire Department) APPROVE 4-VOTES (25-5078)\nBoard Letter
