14.\nProclaiming October 2025 as Domestic Violence Awareness Month and\nStrengthening Countywide Strategies to Support Survivors\nRecommendation as submitted by Supervisors Solis and Hahn: Proclaim\nOctober 2025 as “Domestic Violence Awareness Month” and October 15, 2025,\nas “Domestic Violence Providers Appreciation Day” throughout Los Angeles\nCounty. Encourage the Director of Public Health through its Offices of Violence\nPrevention, the Executive Director of the Domestic Violence Council, and the\nChief Executive Office, through its Office of Countywide Communications, to\nuplift Domestic Violence Awareness Month, uplift the work the County does to\naddress domestic violence and intimate partner violence to all residents and\nCounty staff, and raise awareness about the Signal for Help, which is a\nnonverbal hand signal that provides a way to discretely ask for help. Direct the\nChief Executive Officer, in collaboration with the Director of Public Health,\nthrough its Office of Violence Prevention, the Director of Health Services,\nthrough its Office of Diversion and Re-entry, the Directors of Public Social\nServices, Justice, Care and Opportunities, Youth Development, the Alternate\nPublic Defender, the Public Defender, the District Attorney, through its Bureau\nof Victim Services Office, and other relevant Departments Heads to:\nAssess Federal and State funding risks for Domestic Violence (DV)\nIntimate Partner Violence (IPV) prevention and services, including\nVictims of Crime Act, and the United States Department of Housing and\nUrban Development, Health and Human Services, and the Department of\nJustice funds, and propose strategies to mitigate or offset projected cuts.\nExplore options for a sustainable local funding stream for DV/IPV\nservices, including those for a dedicated revenue allocation to ensure\nstability over time, and make recommendations for any viable options\nidentified.\nExplore available options to leverage justice system resources by\nidentifying criminal-justice-related funding that could be appropriately\nredirected to DV/IPV prevention, diversion, and survivor services, given\nthe high prevalence of survivors in adult custody, juvenile detention, and\nreentry populations.\nExpand public-private partnerships by working with the Center for\nStrategic Partnerships to identify philanthropic partners and opportunities\nto support survivor services and prevention.\nReport back to the Board in writing within 120 days with findings and\nrecommendations on Directive Nos. 1 through 4, including proposed\nstrategies for long-term sustainability, progress and outcomes.\nInstruct the Director of Public Health, through its Office of Violence Prevention,\nin collaboration with the Executive Director of the Homeless Initiative, Chief\nExecutive Office, the Interim Chief Executive Officer of the Los Angeles\nHomeless Services Authority, the Directors of Homeless Services and Housing\nand Economic Opportunity, and other relevant Department Heads to:\nWork with the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Affairs Relations Branch, to explore for the next State\nlegislative cycle potential legislation that would expand diversion,\nexpungement, and vacatur opportunities to DV/IPV survivors charged\nwith a crime whose offenses are a result of the violence they have\nexperienced.\nIntegrate survivor needs into homelessness policy to ensure equity and\ncultural responsiveness by developing strategies that expand access to\nemergency shelter beds across the County, including for marginalized\ncommunities through culturally responsive, language-accessible, and\nsurvivor-centered approaches.\nIdentify current and existing diversion or probationary programs that can\naddress DV/IPV survivors charged with crimes, whose offenses are a\nresult of the violence they have experienced and encourage the use of\nthose diversion programs for DV/IPV survivors.\nEstablish an employment network with domestic violence survivor support\norganizations in the County to create and promote workforce\ndevelopment opportunities and provide direct assistance to deliver job\napplication support.\nProvide webinar trainings and toolkit for employers that include domestic\nviolence facts and suggested policies to address domestic violence in the\nworkplace.\nReport back to the Board in writing within 120 days with findings and\nrecommendations on Directive Nos. 1 through 4, including strategies for\nlong-term sustainability, progress and outcomes.
