15.\nEstablishing Green Economy Workforce Development at the\nEnvironmental Justice Center on the Site of the Former Puente Hills\nLandfill\nRecommendation as submitted by Supervisor Solis: Instruct the Director of\nEconomic Opportunity, in partnership with the Director of Parks and\nRecreation, to establish a working group that at minimum includes the Chief\nExecutive Officer, through the Legislative Affairs and Intergovernmental\nRelations Branch, Directors of Public Health, Public Works, Internal Services,\nthe Chief Sustainability Officer, and the Superintendent of Schools of the Los\nAngeles County Office of Education, to report back to the Board in writing\nwithin 120 days with an economic opportunity plan for the Environmental\nJustice Center that catalogues existing environmental justice-related\nprogramming within the County and providing recommendations for\nplace-based delivery of green economy programming, including career\nexposure, paid work experiences, and apprenticeship and career pathways to\nCounty and cross-sector jobs in clean energy, environmental justice, water\nconservation, public health, and arts and culture. The report should also include\nat least plans to access funding opportunities that are available and funds that\ncan also be accessible, such as Measure W, and opportunity analysis that will\nevaluate County opportunities and opportunities with external partners. Instruct\nthe Director of Parks and Recreation to take the following actions:\nEstablish a working group that will, at minimum, include the Directors of\nNatural History Museum, and Arts and Culture, and other relevant County\nDepartment Heads to assess input and plans already collected to inform\nthe content and programming of permanent and visiting exhibits at the\nEnvironmental Justice Center, and report back to the Board in writing\nwithin 120 days with exhibit programming plans and include additional\nfeedback from external, community-based days community-based\nenvironmental organizations.\nForm a working group, to include the Chief Executive Officer, Director of\nPublic Works, Sheriff, and County Counsel, that will discuss the\nprovisions of the Joint Powers Agreement/ Management Lease\nAgreement; the new facility requests, including those resulting from\nDirective Nos. 1 through 3, and the impact on operations, management\nand security of the Puente Hills Regional Landfill Park.
