38.\nRosecrans Avenue East Traffic Signal Synchronization Program- Ocean\nGate Avenue to Vermont Avenue Project Construction Contract\nRecommendation: Adopt a resolution finding that the modification and\nsynchronization of traffic signals in the Cities of Gardena, Hawthorne,\nLawndale, and Los Angeles (2), is of general County interest and that County\naid in the form of Highways-Through-Cities funds in the amount of $2,374,800\nshall be provided to the Cities of Gardena, Hawthorne, Lawndale, and Los\nAngeles and Aid-to-Cities funds in the amount of $7,319 shall be provided to the\nCity of Hawthorne and $28,576 to the City of Lawndale to be expended in\naccordance with all applicable provisions of law relating to funds derived from\nthe Proposition C Discretionary Grant Fund, the Proposition C Local Return\nFund, and the Highway Users Tax. Approve the proposed Rosecrans Avenue\nEast Traffic Signal Synchronization Program - Ocean Gate Avenue to Vermont\nAvenue Project (Project) and adopt the plans and specifications that are on file\nfor the Project at an estimated construction contract amount between\n$1,400,000 and $2,100,000. Advertise for bids to be received before 11:00\na.m. on October 28, 2025. Find that the proposed project is exempt from the\nCalifornia Environmental Quality Act. Authorize the Director to take the following\nactions: (Department of Public Works) ADOPT 4-VOTES\nExecute funding cooperative agreements between the County and the\nCities of Gardena and Lawndale to allow the cities to contribute their\nshare of funding to the Project. The total Project amount is currently\nestimated to be $2,949,700 with the City of Gardena’s share estimated to\nbe $1,750,400, the City of Hawthorne’s share estimated to be $133,500,\nthe City of Lawndale’s share estimated to be $1,020,900, the City of Los\nAngeles’ share estimated to be $5,500, and the County’s share estimated\nto be $39,400. Funding for this proposed project is included in the\nProposition C Local Return Fund (CN9-Capital Assets-Infrastructure and\nServices and Supplies) and the Road Fund (B03-Services and Supplies)\nFiscal Year 2025-26 Budgets. The Director may execute amendments to\nthe agreements to incorporate necessary programmatic and\nadministrative changes.\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, to determine which apparent responsible contractor\nsubmitted the lowest responsive bid.\nAward and execute a construction contract for the Project to the\napparent responsible contractor with the lowest responsive bid within or\nless than the estimated cost range of $1,400,000 and $2,100,000 or that\nexceeds the estimated cost range by no more than 15%, if additional and\nappropriate funds have been identified.\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director, accept the\nProject upon its final completion, and release retention money withheld.\n(25-5093)\nBoard Letter
