(10) 21-1458 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to improving evaluation processes, contract procedures and timely payments between the City and the Los Angeles Homeless Services Authority (LAHSA); and related matters. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: REQUEST the Controller to consolidate the accounts within each funding source to fit into the program categories contained in Recommendation A of the Los Angeles Housing Department (LAHD) report dated February 28, 2023, attached to Council file No. 21-1458, beginning Fiscal Year 2022-23. The request should identify existing accounts or establish new appropriation accounts in the City’s Financial Management System that can span different funding sources. DIRECT the LAHD to include contract provisions in all contracts that require cost allocation plans for sub recipients in order to finalize any contract agreement with the LAHSA. APPROVE the Timeline (Attachment A of the LAHD report dated February 28, 2023) for LAHD-LAHSA-Sub recipient contracting so as to create a consistent and realistic expectation for when agreements may be executed, sub recipients may expect to receive payment, and when services may start to be procured. DIRECT the City Administrative Officer (CAO) and the LAHD to: Align data reporting requirements for the CAO with the Scopes of Work outlined in each LAHD/LAHSA contract for all funding sources. The requirements of the Scopes of Work in any of the contracts would be required to match any applicable metrics required by the CAO. Design a single quarterly reporting structure that encapsulates data from all programs under all funding sources to be made available, equally to the LAHD and CAO, and further, to Council upon request. DIRECT the LAHD to work in coordination with the CAO, Chief Legislative Analyst (CLA), and LAHSA to align reporting requirements and measurable goals stated in all LAHSA contracts with an updated version of the Enhanced Comprehensive Homelessness Strategy to reflect the new landscape of homeless services in the City. INSTRUCT the CAO to analyze the existing ordinance to provide greater flexibility within the contracts process to enable grantees to receive payment more rapidly, and report on the administrative cap status for each funding source related to homelessness. DIRECT the LAHD to include the billing cycle provision contained in Recommendation G of the LAHD report dated February 28, 2023, to all future LAHSA contracts. INSTRUCT the LAHD to include a grievance-like procedure in all of its contracts with the LAHSA which would allow for clearer communication between all three parties. INSTRUCT the CAO, in partnership with the LAHD, to review the administrative cap rate for all General Funded LAHSA contracts and report with recommendations in the best interest of City tax payers.
