(18) 23-0442 CD 1 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to a lease agreement for the caretaker and manager of the Glassell Park Senior and Community Center located at 3801 Eagle Rock Boulevard. Recommendation for Council action, pursuant to Motion (Hernandez – Soto-Martínez): INSTRUCT the Department of General Services to: Negotiate and execute a lease with the Department of Recreation and Parks (RAP) to be the caretaker and manager of the site. The lease conditions must include the following: Policies and procedures unique to this site that ensure no costs for maintenance are passed on to other lease-holders, and ensure the center is accessible at reasonable day and evening hours. Clarity on which space(s) within the center are available to the RAP. Maintenance of a master calendar and space reservation system. Formation and management of a committee consisting of one person from each occupying organization to meet monthly. Negotiate and execute a lease for one office with the below listed organizations. Each lease must clearly identify the specific office space for the lessee, the parking spots available to them, the storage space they are entitled to, as well as the communal spaces accessible for the organizations to utilize and reserve through the master calendar maintained by the RAP: Glassell Park Improvement Association (non-profit) Department of Neighborhood Empowerment - Glassell Park Neighborhood Council Mexican American Opportunity Foundation (non-profit). Negotiate and execute a lease for up to 20 parking spaces for use by Shower of Hope, an organization that operates a Safe Parking Program for the Council Office under contract with the Los Angeles Homeless Services Authority.
