(16) 23-1116 PERSONNEL, AUDITS, AND HIRING COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to amending Los Angeles Administrative Code (LAAC) Section 4.61 to establishing the salaries of Mechanical Helper Assistant (Class Code 3770), and Vocational Worker Mechanical Helper (Class Code 3113-H) Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: PRESENT and ADOPT the accompanying ORDINANCE, dated September 8, 2023, amending Schedule “A” of LAAC Section 4.61, to provide salaries for the new, non-represented Targeted Local Hire Program classifications of Mechanical Helper Assistant (Class Code 3770), and Vocational Worker Mechanical Helper (Class Code 3113-H), at Salary Range 2209 ($47,397.60 - $69,300.72). AUTHORIZE the City Administrative Officer (CAO), upon accretion of the classes to a bargaining unit, to amend the appropriate Memorandum of Understanding to reflect the salaries approved by Ordinance. AUTHORIZE the Controller and the CAO to correct any clerical errors, or, if approved by the City Attorney, any technical errors in the above Ordinance. INSTRUCT the CAO to report in 90 days in regard to the status of progress for hiring into these classifications.  Fiscal Impact Statement: The CAO reports that the General Fund will not be impacted in Fiscal Year 2023-24.  Departments will use vacant civil service position authorities to hire employees into these classifications.
