(21) 23-0038 HOUSING AND HOMELESSNESS and BUDGET, FINANCE, AND INNOVATION COMMITTEES’ REPORTS relative to proposed revisions and implementation recommendations for the Fiscal Year 2023-24 United to House Los Angeles (ULA) Interim Program Guidelines and Expenditure Plan. HOUSING AND HOMELESSNESS COMMITTEE REPORT Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: APPROVE the recommendations contained in the Los Angeles Housing Department (LAHD) report dated October 13, 2023, attached to the Council file. BUDGET, FINANCE AND INNOVATION COMMITTEE REPORT Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: CONCUR with the October 18, 2023 action of the Housing and Homelessness Committee.  INSTRUCT the LAHD to present to the ULA Citizen Oversight Committee on Council file No. 21-0541, the Accessible Dwelling Unit (ADU) incentive and recruitment pilot proposal, and Council file No. 21-1375, ADU Accelerator Pilot. INSTRUCT the LAHD to develop and include in the ULA permanent guidelines, programs for assisting small housing providers. Fiscal Impact Statement: The LAHD reports that there is no impact on the General Fund at this time. The recommended actions will be funded by revenue collected from the Homelessness and Housing Solutions Tax established by the ULA Measure. In the event ULA is invalidated, the City’s General Fund may be obligated to cover any spent funds. Financial Policies Statement: The CAO reports that the recommendations stated in the report are in compliance with the City’s Financial Policies in that one-time revenues will be used to fund one-time expenditures.
