(17) 23-0568-S1 CIVIL RIGHTS, EQUITY, IMMIGRATION, AGING AND DISABILITY COMMITTEE REPORT relative to releasing a Request for Proposals (RFP) for outreach services to implement the Children’s Savings Account Program and the State of California Kids Investment and Development Savings Program. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the General Manager, Community Investment for Families Department (CIFD), to release a RFP to select a contractor(s) to implement outreach services for the Children’s Savings Account Program and the State of California Kids Investment and Development Savings Program. INSTRUCT the CIFD to report to Mayor and Council on the RFP results with selected contractor(s) and funding recommendations. REQUEST the Controller to: Establish new accounts and appropriate funds in the CIFD Miscellaneous Grants and Awards Fund No. 65G/21 as detailed in the table contained in the City Administrative Officer (CAO) report dated January 19, 2024, attached to the Council file. Increase appropriations in the CIFD Fund No. 100/21 as detailed in the table contained in the aforementioned CAO report. AUTHORIZE the General Manager, CIFD, or designee, to prepare Controller instructions and/or make technical adjustments as necessary to implement the actions approved by the Mayor and Council, subject to the approval of the CAO; and, REQUEST the Controller to implement the instructions. NOTE and FILE the CIFD report dated November 27, 2023, relative to releasing the RFP for outreach services to implement the Children’s Savings Account Program and the State of California Kids Investment and Development Savings Program. Fiscal Impact Statement: The CAO reports that there is no impact to the General Fund. The proposed contract will be fully funded by the ScholarShare Investment Board grant. Financial Policies Statement: The CAO reports that the recommendations in said CAO report comply with the City’s Financial Policies in that grant funds will be utilized for grant-eligible activities.
