(12) 23-0267 CD 5 CATEGORICAL EXEMPTION and PUBLIC WORKS COMMITTEE REPORT relative to the vacation of a portion of Magenta Lane north of Viretta Lane, VAC-E1401435 (Vacation). Recommendations for Council action: FIND that the Vacation is exempt from the California Environmental Quality Act of 1970, pursuant to Article III, Class 5(3) of the City's Environmental Guidelines. FIND that the street vacation proceedings pursuant to the Public Streets, Highways and Service Easements Vacation Law be instituted for the vacation of the public right-of way indicated below and shown on the map of the October 18, 2023 City Engineer report, attached to the Council file: Portion of Magenta Lane North of Viretta Lane FIND that there is a public benefit to the Vacation. Upon vacation of the street, the City is relieved of its ongoing obligation to maintain the street. In addition, the City is relieved of any potential liability that might result from continued ownership of the involved street easements. FIND that the Vacation is in substantial conformance with the purposes, intent and provisions of the General Plan, in conformance with Section 556 of the City Charter. FIND that the Vacation is not necessary for non-motorized transportation facilities, in conformance with Section 892 of the California Streets and Highways Code. FIND that the Vacation is not necessary for present or prospective public use, in conformance with Section 8324 of the California Streets and Highways Code. ADOPT said City Engineer's report with the conditions contained therein. Fiscal Impact Statement: The City Engineer reports that the petitioner has paid a fee of $14,980 for the investigation of this request pursuant to Section 7.42 of the Los Angeles Administrative Code (LAAC). Any deficit fee to recover the cost pursuant to Section 7.44 of the LAAC will be required of the petitioner. Maintenance of the public easement by City forces will be eliminated.

(17) 23-0568-S1 CIVIL RIGHTS, EQUITY, IMMIGRATION, AGING AND DISABILITY COMMITTEE REPORT relative to releasing a Request for Proposals (RFP) for outreach services to implement the Children’s Savings Account Program and the State of California Kids Investment and Development Savings Program. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the General Manager, Community Investment for Families Department (CIFD), to release a RFP to select a contractor(s) to implement outreach services for the Children’s Savings Account Program and the State of California Kids Investment and Development Savings Program. INSTRUCT the CIFD to report to Mayor and Council on the RFP results with selected contractor(s) and funding recommendations. REQUEST the Controller to: Establish new accounts and appropriate funds in the CIFD Miscellaneous Grants and Awards Fund No. 65G/21 as detailed in the table contained in the City Administrative Officer (CAO) report dated January 19, 2024, attached to the Council file. Increase appropriations in the CIFD Fund No. 100/21 as detailed in the table contained in the aforementioned CAO report. AUTHORIZE the General Manager, CIFD, or designee, to prepare Controller instructions and/or make technical adjustments as necessary to implement the actions approved by the Mayor and Council, subject to the approval of the CAO; and, REQUEST the Controller to implement the instructions. NOTE and FILE the CIFD report dated November 27, 2023, relative to releasing the RFP for outreach services to implement the Children’s Savings Account Program and the State of California Kids Investment and Development Savings Program. Fiscal Impact Statement: The CAO reports that there is no impact to the General Fund. The proposed contract will be fully funded by the ScholarShare Investment Board grant. Financial Policies Statement: The CAO reports that the recommendations in said CAO report comply with the City’s Financial Policies in that grant funds will be utilized for grant-eligible activities.

(18) 14-0955-S8 PUBLIC SAFETY and PERSONNEL, AUDITS, AND HIRING COMMITTEES’ REPORT relative to the Fiscal Year (FY) 2023-24 Real Estate Fraud Prosecution (REFP) Program grant. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: APPROVE and AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee, to: Retroactively apply for and accept the FY 2023-24 REFP Program grant, in the amount of $463,000, from the County of Los Angeles, for the period of July 1, 2023 through June 30, 2024. Negotiate and execute any documents or agreements necessary to accept the grant, subject to the review and approval by the City Attorney as to form. AUTHORIZE the LAPD to: Spend up to $463,000 in funding in accordance with the grant award agreement. Submit grant reimbursement requests to the grantor and deposit the FY 2023-24 REFP grant funds received under this agreement into the LAPD Grant Fund No. 339/70, account number to be determined. Prepare Controller’s instructions for any technical adjustments as necessary to implement Mayor and Council intentions, subject to the approval of the City Administrative Officer (CAO); and, authorize the Controller to implement the instructions. AUTHORIZE the Controller to: Establish a grant receivable and appropriate up to $463,000 within the LAPD Grant Fund No. 339/70, account number to be determined, for the receipt and disbursement of the FY 2023-24 REFP Program grant funds. Increase appropriations and transfer, as necessary, from FY 2023-24 REFP Program grant funds, Fund No. 339/70, account number to be determined, to Fund No. 100/70, upon submission of proper documentation by the LAPD for sworn salary and overtime costs incurred during the grant performance period, as follows: Account No. 1012, Salaries Sworn: $319,692 Account No. 1092, Overtime Sworn: $40,000 Transfer funds for salaries and overtime sworn reimbursement purposes, up to $93,808 from the FY 2023-24 REFP Program grant funds, Fund No. 339/70, account number to be determined, and deposit into Fund No. 100/70, Revenue Source Code No. 5346 Related Cost Reimbursements from Grants for fringe benefits, upon submission of proper documentation by the LAPD. AUTHORIZE the continuation of two resolution authority positions through June 30, 2024: 1 Police Detective II (Class Code 2223-2) 1 Police Detective III (Class Code 2223-3) NOTE and FILE the July 12, 2023 Board of Police Commissioners report dated July 12, 2023, attached to the Council file. Fiscal Impact Statement: The CAO reports that approval of the recommendations contained in the November 2, 2023 CAO report, attached to the Council file, will authorize the LAPD to accept a grant award in the amount of $463,000 from the County of Los Angeles for participation in the FY 2023-24 REFP Grant Program. There is no matching requirement associated with this grant award. There is no additional impact to the General Fund. Financial Policies Statement: The CAO reports that the recommendations contained in the November 2, 2023 CAO report, attached to the Council file, comply with the City’s Financial Policies in that, to the extent possible, current operations will be funded by current revenues.

Recommendation for Council action, as initiated by Motion (Harris-Dawson - Yaroslavsky), SUBJECT TO THE APPROVAL OF THE MAYOR: INSTRUCT the Los Angeles Department of Building and Safety (LADBS) to pay for the costs in the amount of $37,941.30 to secure (fencing and boarding) the nuisance building known as the New Bay Motel located at 8301 South Figueroa Street, Los Angeles, California 90044, using available funds from the Repair and Demolition Fund 346, inasmuch as the property has been declared a public nuisance. APCC-2017-2525-SPE-SPP-SPPA Council District: 13 – Soto-Martinez\nCEQA: ENV-2020-2784-ND Last Day to Act: 02-13-24\nPlan Area: Hollywood\nPUBLIC HEARING – Completed November 13, 2019\nPROJECT SITE: 4652 – 4658 West La Mirada Avenue\nPROPOSED PROJECT:\nDemolition of four single-family dwellings and the construction, use, and maintenance of a new 10-unit\nSmall Lot Subdivision within Subarea A (Neighborhood Conservation) of the Vermont/Western Station\nNeighborhood Area (SNAP) Specific Plan and in accordance with LAMC Section 12.22 C.27. The Project\nwill include 10 small lot homes with a maximum height of 30 feet, 18 residential parking spaces, two guest\nparking spaces, ten bicycle parking spaces, and 1,858 square feet of open space. The small lot homes will\nvary in size from 1,854 to 1,889 square feet of floor area. The site is located on a 16,186 square-foot lot\nthat would include 19,418 square feet of total floor area with a Floor Area Ratio (FAR) of approximately\n1.65:1. The Project would remove a total of seven on-site trees, none of which have been identified as\nprotected trees. The Project will consist of 810 cubic yards of cut, 625 cubic yards of fill, zero cubic yards\nof import, and 185 cubic yards of export. The Project will cut approximately four feet below the existing\ngrade.\nREQUESTED ACTIONS:\n1. Pursuant to CEQA Guidelines Section 15074(b), consideration of the whole of the administrative\nrecord, including the Negative Declaration, Case No. ENV-2020-2784-ND (“Negative Declaration”),\nand all comments received, that there is no substantial evidence that the Project will have a significant\neffect on the environment;\n2. Pursuant to Section 11.5.7 F of the Los Angeles Municipal Code (LAMC), a Specific Plan Exception to\ncombine two lots for a total of 16,186 square feet in lieu of the otherwise allowed combination of two\nlots for a total no more than 15,000 square feet per the SNAP Section 7.A;\n3. Pursuant to LAMC Section 11.5.7 C, a Project Permit Compliance to allow the demolition of an existing\nfour single-family dwellings in conjunction with the construction of 10 small lot homes located within\nSubarea A of the SNAP; and\n4.
