(3) 24-0083 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to identifying organizations currently providing health and behavioral health services to Angelenos; strategies to improve coordination of service delivery and communication with the City; and related matters. Recommendations for Council action, pursuant to Motion (Blumenfield - Hernandez – Raman – Rodriguez): INSTRUCT the City Administrative Officer (CAO), with the assistance of the Chief Legislative Analyst (CLA), to confer with the Los Angeles County (County) Care First Community Investment Committee, County Department of Public Health, County Department of Health Services, and County Office of Diversion and Reentry, to identify organizations, by Council Districts, currently providing health and behavioral health services to Angelenos, and report to Council with strategies to improve coordination of service delivery, and communication with the City. INSTRUCT the Personnel Department, with the assistance of the Youth Development Department (YDD), the Economic and Workforce Development Department (EWDD), and the CLA, to assist the CAO in identifying academic institutions and certification programs that educate and prepare the behavioral health workforce. INSTRUCT the Los Angeles Housing Department and CAO to report to Council on the management of Street Medicine contracts and on Recommendation No. 14 of the Housing and Homeless Committee report dated May 17, 2023, attached to Council file No. 20-1524-S1. INSTRUCT the CAO, with the assistance of the CLA, the EWDD, the YDD, and the Personnel Department, to report to Council on strategies and best practices utilized to address behavioral health workforce shortages, including incentives such as: student loan repayment, payment of school and certification fees, and moving stipends, and programs the City can develop and/or participate in, inclusive of hiring technical advisors to assist in the development of dispatch, pre-crisis/prevention, emergency response, and post-crisis/follow up programs. Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.
