Recommendations for Council action, pursuant to Motion (Raman – Hernandez): AUTHORIZE the General Manager, Los Angeles Housing Department (LAHD), or designee, with the assistance of the City Administrative Officer (CAO), and other relevant departments, to prepare and release an RFP to solicit qualified legal service providers to provide legal representation services for the ULA Protections from Tenant Anti-Harassment Program. The RFP shall be subject to review and approval by the City Attorney as to form. DIRECT the LAHD to be responsible for assessing responses of the subject RFP and to submit results with recommendations to the Mayor and Council, including funding levels and Controller instructions. Recommendation for Council action, pursuant to Motion (Yaroslavsky – Harris-Dawson): DIRECT the Chief Legislative Analyst (CLA), with assistance from the Los Angeles Housing Department, and with the requested input of the Housing Authority of the City of Los Angeles, Service Planning Area lead agencies, the Supportive Housing Alliance, and the Southern California Association of NonProfit Housing, to report to Council in 90 days with an analysis of recent insurance increases faced by supportive and affordable housing developers and homeless service providers, their potential impacts on supportive housing development and service provision, and what potential state and federal action can be undertaken to address the issue. Fiscal Impact Statement: Neither the City Administrative Officer nor the CLA has completed a financial analysis of this report.

(3) 24-0083 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to identifying organizations currently providing health and behavioral health services to Angelenos; strategies to improve coordination of service delivery and communication with the City; and related matters. Recommendations for Council action, pursuant to Motion (Blumenfield - Hernandez – Raman – Rodriguez): INSTRUCT the City Administrative Officer (CAO), with the assistance of the Chief Legislative Analyst (CLA), to confer with the Los Angeles County (County) Care First Community Investment Committee, County Department of Public Health, County Department of Health Services, and County Office of Diversion and Reentry, to identify organizations, by Council Districts, currently providing health and behavioral health services to Angelenos, and report to Council with strategies to improve coordination of service delivery, and communication with the City. INSTRUCT the Personnel Department, with the assistance of the Youth Development Department (YDD), the Economic and Workforce Development Department (EWDD), and the CLA, to assist the CAO in identifying academic institutions and certification programs that educate and prepare the behavioral health workforce. INSTRUCT the Los Angeles Housing Department and CAO to report to Council on the management of Street Medicine contracts and on Recommendation No. 14 of the Housing and Homeless Committee report dated May 17, 2023, attached to Council file No. 20-1524-S1. INSTRUCT the CAO, with the assistance of the CLA, the EWDD, the YDD, and the Personnel Department, to report to Council on strategies and best practices utilized to address behavioral health workforce shortages, including incentives such as: student loan repayment, payment of school and certification fees, and moving stipends, and programs the City can develop and/or participate in, inclusive of hiring technical advisors to assist in the development of dispatch, pre-crisis/prevention, emergency response, and post-crisis/follow up programs. Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.

(4) 20-0354 CD 9 EXEMPTION and HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to extending the term of an Exclusive Negotiation Agreement (ENA) to acquire and rehabilitate affordable housing on City-owned property located at 1211 East 43rd Street in Council District 9. Recommendations for Council action: DETERMINE that the project located 1211 East 43rd Street in Council District 9 is exempt from the California Environmental Quality Act (CEQA) under Article 19, Section 15301 Class 1 of the State CEQA Guidelines because minor rehabilitation of the existing 5 housing units will not result in a significant impact or effect upon or direct or indirect physical change to the environment. AUTHORIZE the General Manager, Los Angeles Housing Department (LAHD), or designee, to extend the term of the ENA for the 1211 East 43rd Street Project for an additional one-year term, for an end date of March 9, 2025; and prepare and execute any documents necessary to facilitate or implement such extensions, subject to review and approval as to form by the City Attorney. Fiscal Impact Statement: The LAHD reports that there is no impact on the General Fund. The recommendations contained in this report will authorize LAHD to extend the negotiation period of this ENA.

(5) 23-1182-S3 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to filling Homeless Engagement Team (HET) vacancies; approving the Los Angeles Homeless Services Authority’s (LAHSA) Scope of Work for the housing/system navigator position; and related matters. Recommendations for Council action: INSTRUCT the Los Angeles Housing Department to authorize the filling of up to ten HET vacant positions with housing/system navigators in the LAHSA General Fund contract. ADOPT and APPROVE LAHSA’s System Navigator Scope of Work, attached to the Homeless Strategy Committee (HSC) report dated February 1, 2024, attached to Council file No. 23-1182-S3, for the housing/system navigator position. REQUEST the LAHSA to: Report on existing housing navigation services and types of housing navigation in the system and where it is available in the City-funded interim housing sites and to provide recommendations on how to improve the provision of housing navigation services in sites where they are not being provided. The report should include the criteria for each deployment and how navigation type is matched with a client as well as information on how long it takes for a person experiencing homelessness to get from outreach to a housing placement with the help of housing navigation. Set program goals for housing navigation and incorporate the program metrics in its key performance indicator reporting. Fiscal Impact Statement: The HSC reports that there is no additional General Fund impact as a result of the recommendations in the report. The recommendations in this report utilize budgeted funds (General Fund) previously approved for HETs.
