FIND under the California Public Resources Code, Section 21166 and the\nState’s Environmental Quality Act (CEQA) Guidelines Section 15070, on the basis\nthat there is no substantial evidence that the project may have a significant effect\ncontained in the whole record, that since the Mitigated Negative Declaration\n(MND) No. ENV­2021­8928­MND there have been no changes to the\nproject; changes concerning the circumstances under which the project is being\nundertaken, or new information of substantial importance concerning the project,\nwhich causes new significant environmental effects or a substantial increase in the\nseverity of previously identified significant effects, and therefore no subsequent\nMND, supplemental MND, or other analysis is required for the project;\n2. SPECIFY that the Bureau of Street Services, Urban Forestry Division, located at\n1149 South Broadway, is the custodian of the documents or other material that\n1.
