(52) 24-0213 CD 8 INITIAL STUDY (IS) / MITIGATED NEGATIVE DECLARATION (MND) and MITIGATION MONITORING PROGRAM (MMP), and COMMUNICATION FROM THE BOARD OF PUBLIC WORKS (BPW) relative to environmental findings of the Broadway Manchester Active Transportation Project (ATP) (Project), located along a 2.8-mile stretch of Manchester Avenue from Vermont Avenue to South Broadway, and along South Broadway from Manchester Avenue to Imperial Highway, and related actions. Recommendations for Council action: REVIEW and CONSIDER the IS/MND. FIND that, on the basis of the whole record, there is no substantial evidence that the Project, located along a 2.8-mile stretch of Manchester Avenue from Vermont Avenue to South Broadway, and along South Broadway from Manchester Avenue to Imperial Highway, with the implementation of the proposed mitigation measures, will have a significant effect on the environment and that the MND reflects the City’s independent judgment and analysis. ADOPT the MND. ADOPT the MMP which is incorporated in the final IS/MND (MMP-1 to MMP-6). SPECIFY that the documents constituting the record of proceedings in this matter are in the files of the Department of Public Works Bureau of Engineering, Environmental Management Group and the Bureau of Street Services located at 1149 South Broadway. APPROVE the Project as described in the IS. Fiscal Impact Statement: The BPW reports that the Project cost is approximately $85,000,000. The funding source for the Project is a combination of ATP Cycle 4, Measure W Municipal Return funds, Infrastructure for Rebuilding America, and State funds.
