(11) 24­0328 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to the instruction for the Department of Animal Services (DAS) to report on the City's existing foster program and, with the assistance of the City Administrative Officer, on a proposed methodology for offering a monetary stipend for fostering shelter animals. Recommendations for Council action, pursuant to Motion (Hernandez ­ Park): 1. INSTRUCT the DAS to report within 30 days on the City’s existing foster program, including: a. Number of approved foster volunteers active in Calendar Year 2023. b. Number of animals served by the foster program in Calendar Year 2023. c. Average number of nights an animal spends in a foster home. d. Process for approving foster volunteers. e. Tools utilized to re­engage former foster volunteers. f. Process for an animal to go from the street to a foster home. 2. INSTRUCT the DAS, with the assistance of the City Administrative Officer (CAO), to report on a proposed methodology for offering a monetary stipend for fostering shelter animals, including a recommended dollar amount and payment structure based on other entities’ models and best practices, and the anticipated budgetary and staffing requirements to implement the program.
