(11) 24­0328 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to the instruction for the Department of Animal Services (DAS) to report on the City's existing foster program and, with the assistance of the City Administrative Officer, on a proposed methodology for offering a monetary stipend for fostering shelter animals. Recommendations for Council action, pursuant to Motion (Hernandez ­ Park): 1. INSTRUCT the DAS to report within 30 days on the City’s existing foster program, including: a. Number of approved foster volunteers active in Calendar Year 2023. b. Number of animals served by the foster program in Calendar Year 2023. c. Average number of nights an animal spends in a foster home. d. Process for approving foster volunteers. e. Tools utilized to re­engage former foster volunteers. f. Process for an animal to go from the street to a foster home. 2. Owen, Sr. Revocable Trust to benefit the West Los Angeles Animal Services Center, and related matters. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. ACCEPT the bequest of $726,951.23 from the Don B. Owen, Sr. Revocable Trust on behalf of the City of Los Angeles Department of Animal Services, to be used for the West Los Angeles Animal Services Center. 2. APPROVE the deposit of these funds into the Animal Welfare Trust Fund, Fund No. 859, Account No. 060007, West LA Shelter. 3. APPROVE the disbursement of the funds restricted for the purpose of the bequest. Fiscal Impact Statement: The Department of Animal Services reports that there will be no financial impact to the General Fund. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the General Manager, RAP to accept and receive the JJCPA grant funding for the After School Enrichment and Supervision Program in the approximate amount of $1,669,970 from the County of Los Angeles Probation Department to provide youth services through RAP's Clean and Safe Space Parks Youth Employment Internship Program for Fiscal Year 2023­2024 at selected recreation facilities. (15) 24­0062 CDs 1, 11 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to two Measure A grants for the Pacific Palisades Dog Park Project and the Sycamore Grove Master Plan. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Department of Recreation and Parks (RAP) to submit two Measure A grant applications as reflected in the project list detailed in the February 29, 2024 L.A. For Kids Steering Committee report, attached to the Council file, to the County of Los Angeles Regional Park and Open Space District (RPOSD) under the Measure A Category 1 and Category 2 Annual Allocation Program. 2. AUTHORIZE the General Manager, RAP, to accept the Grant funds, if awarded, and execute the grant agreement with substantially the same terms and conditions as set forth in Attachment No. 2 for the grant amount, scope, and the grant performance period for each project described in Attachment No. 1, subject to the approval of the Mayor and City Council pursuant to Section 14.6(c) of the Los Angeles Administrative Code and approval as to form of the grant agreement by the City Attorney. INSTRUCT the City Clerk to set an agenda item for public hearing on the Council agenda for JUNE 11, 2024, to include the following actions: a. Authorize the City Engineer to negotiate and execute Proposition K grant agreements with grantees that are recommended for 2024­25 project allocations, as detailed in Attachment 1 of the April 12, 2024 L.A. for Kids Steering Committee report, attached to the Council file, except for competitive projects awarded to City departments, subject to approval of the City Attorney. i. Authorize the Controller to: i. Authorize the City Engineer to make technical corrections to the City Engineer's Report to reflect the intent of the Council action. m. Authorize the CAO to make funding adjustments and prepare technical adjustments as needed to fully commit annual assessment funds and carry out the intent of the Council action; and, Authorize the Controller to implement those technical adjustments. n. Authorize the Controller, pursuant to instructions provided by the CAO, to revert residual funds within Proposition K Funds to the originating Proposition K project accounts for projects completed by the GSD and the RAP as part of ongoing program reconciliation activities. Fiscal Impact Statement: The L.A. for Kids Steering Committee reports that adoption of an Ordinance and Resolution of Intention to Levy the Proposition K: L.A. for Kids Assessment for Fiscal Year 2024­25 indicates the Council's intention to levy assessments totaling $25 million to acquire and construct park and recreational and cultural facilities serving youth. The assessment can only be used for capital improvements, acquisition of land, Proposition K Program administration and maintenance of completed projects. The operating cost for Proposition K projects completed in future years will be funded by the annual operating budget adopted for City departments and with independent funding for projects operated by external entities. For Fiscal Year 2024­25, $4.6 million in General Fund reimbursements are anticipated for program administration ($0.50 million) and maintenance ($4.13 million) as identified in the report findings, section 3. RAP reports an annual fiscal impact of $6.47 million once active Proposition K projects, currently in various stages of development, become operational over future years. This includes $2.60 million for maintenance and $3.87 million for operations (Attachments 5 and 6). The fiscal impact for Friday - April 19, 2024 - PAGE 39 completed projects will be partially offset by Proposition K maintenance and maintenance of completed projects.
