(24) 24­0537 PUBLIC SAFETY COMMITTEE REPORT relative to the Los Angeles Police Department’s (LAPD) response to the college campus protests at the University of Southern California (USC) and University of California, Los Angeles (UCLA) between April 24, 2024 and May 6, 2024. Recommendations for Council action, as initiated by Motion (Raman – Yaroslavsky – et al. – Hernandez – Soto­Martinez): 1. INSTRUCT the Interim Chief of Police and the Chief of Police, LAPD, when appointed, to provide to Council an After­Action report of the LAPD’s actions leading up to and during the college campus protests between April 24, 2024 and May 6, 2024, including disclosure and reporting of when the universities called on the LAPD to intervene. 2. INSTRUCT the LAPD and the Office of the Inspector General to provide to Council reports on how decisions were made about the size, timing and methodology of the LAPD’s deployment at the campus protests at the USC and UCLA campuses between April 24, 2024 through May 6, 2024, and provide recommendations for any lessons learned and/or protocol changes for improvement in departmental policy. 3. INSTRUCT the City Administrative Officer (CAO) to report to Council on steps needed to commission a third party report on the same topics described above in Recommendation Nos. 1 and 2, and provision for payment of said third party report through the Tuesday - June 4, LAPD Liabilities 2024 - Account. PAGE 19 campus protests at the USC and UCLA campuses between April 24, 2024 through May 6, 2024, and provide recommendations for any lessons learned and/or protocol changes for improvement in departmental policy. 3. INSTRUCT the City Administrative Officer (CAO) to report to Council on steps needed to commission a third party report on the same topics described above in Recommendation Nos. 1 and 2, and provision for payment of said third party report through the LAPD Liabilities Account. Fiscal Impact Statement: Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.
