(27) 231027 AD HOC COMMITTEE ON CITY GOVERNANCE REFORM (COMMITTEE) REPORT relative to reports from the Department of City Planning, Port of Los Angeles, Personnel, Los Angeles World Airports, Neighborhood Empowerment (DONE), Board of Recreation and Park Commissioners, City Clerk, Board of Public Works, Los Angeles Department of Water and Power, City Attorney, and City Administrative Officer (CAO) regarding Charter reform recommendations. Recommendations for Council action: Tuesday - June 4, 2024 - PAGE 24 1. INSTRUCT the Chief Legislative Analyst (CLA) to summarize the AD HOC COMMITTEE ON CITY GOVERNANCE REFORM (COMMITTEE) REPORT relative to reports from the Department of City Planning, Port of Los Angeles, Personnel, Los Angeles World Airports, Neighborhood Empowerment (DONE), Board of Recreation and Park Commissioners, City Clerk, Board of Public Works, Los Angeles Department of Water and Power, City Attorney, and City Administrative Officer (CAO) regarding Charter reform recommendations. Recommendations for Council action: 1. INSTRUCT the Chief Legislative Analyst (CLA) to summarize the Committee’s recommendations into two categories: a. Charter Sections that may be placed on the November 2024 ballot; and b. Charter Sections that should be considered by the Charter Reform Commission for further development. The summary of the Committee’s recommendations should be placed on the Council file as an attachment for the Council’s consideration and adoption. 2. REQUEST the City Attorney to work with the relevant department to develop ballot measure language for the Charter Sections that are recommended for the November 2024 ballot, included in Attachment A, attached to the CLA report dated May 30, 2024, attached to the Council file. 3. DELETE DONE’s recommendation regarding changes to Charter Section 911. 4. AMEND DONE’s recommendation regarding Charter Section 901 to “enhance the role and resources of the Department to better support neighborhood councils.” 5. REQUEST the Charter Reform Commission to consider all other Charter Sections referred to the commission by the Committee at the May 20, 2024 meeting. Fiscal Impact Statement: None submitted. Neither the CLA nor the CAO has completed a financial analysis of this report.
