(8) 22­0822­S2 MOTION (KREKORIAN ­ HUTT) relative to amending Ordinance No. 188072 (Council file No. 22­0822­S2) that established a voluntary housing program and conditional use permit, replacement housing, and police permit requirements for hotels, including short­term rentals (STRs). Recommendations for Council action: 1. REQUEST the City Attorney to prepare and present an ordinance to revise the effective date of the hotel permits in Los Angeles Municipal Code Sections 103.400 to be effective January 1, 2025, in lieu of July 1, 2024. 2. REQUEST the Board of Police Commissioners to: a. Simplify the Police Permit process for Hotels and STRs, as intended and defined in the ordinance, to be modeled after Alarm Permits, with a process that is more reactive to violations and complaints instead of a complex registration process. Establish a new portal for hotels, STRs, and existing Police Pennits to be active by January 1, 2025. c. Establish an updated fee study that is full cost recovery that reflects the requirements of the ordinance and this Motion for a simple registration process.
