City Council: Approval of Amendment 2 to the Property Use Agreement with North County Lifeline,\na California non-profit organization, for the premises located at 402 Brooks Street, extending the\nterm of the agreement for a period of five years from May 1, 2023 through April 30, 2028, with\ncompensation to the City in the form of programs and services provided, and maintenance of the\npremises; and authorization for the City Manager to execute the amendment upon receipt of all\nsupporting documents\n3
