(15) 24­0504 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to the acceptance of a non­competitive grant from Best Friends Animal Society to hire part­time and as­needed staff at City animal shelters. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the General Manager, Department of Animal Services (DAS), or designee, to accept funds in the amount of $150,000 in accordance with the non­competitive grant from Best Friends Animal Society to hire part­time and as­needed staff at City shelters for a performance period of 24 months following Grantee’s receipt of grant funds. 2. AUTHORIZE the Controller to: a. Establish a receivable from Best Friends Animal Society in the amount of $150,000 within Fund No. 859/06. Friday - June 21, 2024 - PAGE 17 b. Appropriate $150,000 to Account No. TBD, Best Friends accordance with the non­competitive grant from Best Friends Animal Society to hire part­time and as­needed staff at City shelters for a performance period of 24 months following Grantee’s receipt of grant funds. 2. AUTHORIZE the Controller to: a. Establish a receivable from Best Friends Animal Society in the amount of $150,000 within Fund No. 859/06. b. Appropriate $150,000 to Account No. TBD, Best Friends Animal Society Grant, within Fund No. 859/06. c. Transfer $89,235 from Fund 859/06, Account TBD, to Fund No. 100/06, Account No. 1070, Salaries As­Needed, for grant­ related salary expenses. d. Transfer up to $60,765 from Fund No. 859/06, Account TBD, to Fund 100/06, Account 5361, Related Cost Reimbursements – Others. 3. AUTHORIZE the DAS to prepare Controller instructions for any technical adjustments, subject to the approval of the City Administrative Officer (CAO); and, authorize the Controller to implement the instructions. Fiscal Impact Statement: The CAO reports that approval of the recommendations within the report will allow for the acceptance of the Best Friends Society Grant award in the amount of $150,000 to hire part­ time and as­needed staff at City shelters. There is no additional impact to the General Fund resulting from the acceptance of this grant award. Continued funding for part­time and as­needed staffing beyond the performance period of the grant award will be subject to funding made available during the annual budget development process. Financial Policies Statement: The CAO further reports that the actions are in compliance with the City’s Financial Policies in that all grant funds will be utilized to fund the specific grant activities.
