Accept on behalf of the City and the Los Angeles/Long Beach Urban Area, the FY 2023 UASI Grant in the amount of $53,932,030.00 from the California Governor’s Office of Emergency Services (OES), for a performance period of September 1, 2023 to May 31, 2026. b. INSTRUCT the CLA to report to Council on analysis of "vulnerability index" and other assessment tools utilized in Los Angeles, and in other jurisdictions, to inform systems of coordinated entry into housing resources, and provide recommendations to improve coordinated entry into permanent supportive housing in Los Angeles and reducing potential bias within selfreporting assessment tools. Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.

(9) 230281 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to improvements to the Coordinated Entry System (CES) and Permanent Supportive Housing (PSH) tenant selection. Recommendations for Council action: 1. NOTE and FILE the Los Angeles Homeless Services Authority report dated March 12, 2024 relative to improvements to the CES and PSH tenant selection. 2. REQUEST the Chief Legislative Analyst to report to Council in 30 days with the CES method that is being used for all homeless housing units being constructed in the City, and what specific geographic area and neighborhoods each of those projects are pulling from for leasing up their buildings.
