(29) 23­0690­S1 PUBLIC SAFETY and PERSONNEL, AUDITS, AND HIRING COMMITTEES’ REPORT relative to the reappropriation of Funds for Fiscal Year (FY) 2023­24 for the FY 2021 (Council file No. 21­1320) and FY 2022 (Council file No. 22­0988) Urban Areas Security Initiative (UASI) Grant Programs. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Mayor, or designee, to modify the existing grant budget or the FY 2021 UASI grant (Council file No. 21­1320) and FY 2022 UASI grant (Council file No. 22­0988) by reallocating funds between projects and conducting the necessary fiscal transfers. 2. AUTHORIZE the continuance of position Resolution Authority in the FY 2021 UASI for three grant­funded sworn positions for the Los Friday Angeles -Fire JuneDepartment 21, 2024 - (LAFD) for FY 2023­24, one for PAGE 34 the Joint Regional Intelligence Center and two for the Regional Training 1. AUTHORIZE the Mayor, or designee, to modify the existing grant budget or the FY 2021 UASI grant (Council file No. 21­1320) and FY 2022 UASI grant (Council file No. 22­0988) by reallocating funds between projects and conducting the necessary fiscal transfers. 2. AUTHORIZE the continuance of position Resolution Authority in the FY 2021 UASI for three grant­funded sworn positions for the Los Angeles Fire Department (LAFD) for FY 2023­24, one for the Joint Regional Intelligence Center and two for the Regional Training Group: a. AUTHORIZE the continuance of position Resolution Authority in the FY 2022 UASI for two grant­funded sworn positions for the LAFD for FY 2023­24, one for the Joint Regional Intelligence Center and one for the Regional Training Group: a. Class Code 2142­2 – Fire Captain II: one position b. Class Code 2152­0 – Fire Battalion Chief : one position 4. AUTHORIZE the continuance of position Resolution Authority for the Los Angeles Police Department for two civilian Crime and Intelligence Analyst I (Class Code 2236­1) positions for FY 2023­24. 5. A ​ UTHORIZE the Controller to: a. Transfer appropriations in the total amount of $4,058,263.82 within FY 2021 UASI Homeland Security Grant Fund No. 65R/46 as detailed in Recommendation No. 5a of the May 8, 2024 City Administrative Officer (CAO) report, attached to the Council file. b. Transfer and create new appropriations in the total amount of $2,537,749.64 within FY 2021 UASI Homeland Security Grant Fund No. 65R/46 as detailed in Recommendation No. 5b of the May 8, 2024 CAO report, attached to the Council file. c. Transfer up to $153,397.70 from Fund No. 65R/46, Account No. 46Y299 to the General Fund No.100/38, Revenue Source Friday - June Code No.21, 2024 5346, for- reimbursement of grant­funded PAGE 35 fringe benefits. Council file. b. Transfer and create new appropriations in the total amount of $2,537,749.64 within FY 2021 UASI Homeland Security Grant Fund No. 65R/46 as detailed in Recommendation No. 5b of the May 8, 2024 CAO report, attached to the Council file. c. Transfer up to $153,397.70 from Fund No. 65R/46, Account No. 46Y299 to the General Fund No.100/38, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe benefits. d. ​Transfer up to $609,750.00 from Fund No. 65R/46, Account No. 46Y299 to the General Fund No.100/46, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe benefits. e. Transfer up to $60,592.48 from Fund No. 65R/46, Account No. 46Y299 to the General Fund No.100/70, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe benefits. 6. AUTHORIZE the Controller to: a. Transfer appropriations in the total amount of $2,408,468.00 within FY 2022 UASI Homeland Security Grant Fund No. 66S/46 as detailed in Recommendation No. 6a of the May 8, 2024 CAO report, attached to the Council file. b. Transfer appropriations in the total amount of $1,955,251.91 within Fund No. 66S/46, UASI 22 (Council file No. 22­0988) to the General Fund to reimburse the General Fund as detailed in Recommendation No. 6b of the May 8, 2024 CAO report, attached to the Council file. c. Transfer up to $294,722.29 from Fund No. 66S/46, Account No. 46Y299 to the General Fund No. 100/38, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe benefits. d. Transfer up to $81,300.00 from Fund No. 66S/46, Account No. 46Y299 to the General Fund No. 100/46, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe benefits. e. Transfer up to $25,934.24 from Fund No. 66S/46, Account No. 46Y299 to the General Fund No.100/70, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe Friday - June 21, 2024 - benefits. Transfer up to $25,934.24 from Fund No. 66S/46, Account No. 46Y299 to the General Fund No.100/70, Revenue Source Code No. 5346, for reimbursement of grant­funded fringe benefits. 7. AUTHORIZE the Mayor, or designee, to prepare Controller instructions for any technical adjustments, subject to approval of the CAO; and, AUTHORIZE the Controller to implement the instructions. Fiscal Impact Statement: The CAO reports that approval of the recommendations contained in the May 8, 2024 CAO report, attached to the Council file, will have no additional impact to the General Fund and will provide appropriations for various City departments and partner jurisdictions for the continued expenditure of the FY 2021 and FY 2022 UASI grant award for grant­related projects. No matching funds are required for this grant. Financial Policies Statement: The CAO reports that the recommendations contained in the May 8, 2024 CAO report, attached to the Council file, are in compliance with the City’s Financial Policies in that all grant funds will be utilized for grant­eligible activities.
