(7) 23­1022­S4 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to execution of a Memorandum of Understanding (MOU) with the County of Los Angeles (County) regarding the Alliance Settlement Agreement. Recommendations for Council action: 1. INSTRUCT the City Administrative Officer (CAO), with the Chief Legislative Analyst (CLA), to report to Council on a expenditure plan and programmatic plan to implement the Memorandum of Understanding (MOU) with the County, pursuant to the provisions attached to the CAO report dated May 31, 2024, attached to Council file No. 23­1022­S4. 2. INSTRUCT the CLA to consult with Council on the development of the implementation plan and report to Council on communication/workflow in the City, and with the Los Angeles Homeless Services Authority and County departments. 3. INSTRUCT the CAO to report to Council on Council file Nos. 23­ 1022­S2, 23­1054, and 23­1182. 4. REQUEST the CAO to report to Council, with the assistance of the relevant County agencies, in 30 days, on the specific Mainstream Services that are to be offered at Alliance MOU funded sites, the frequency of the services, and the level of services as compared to permanent supportive housing sites being funded by the Alliance MOU.
