(31) 24­0505 CD 11 ADMINISTRATIVE EXEMPTION and TRADE, TRAVEL AND TOURISM COMMITTEE REPORT relative to the First Amendment to Contract No. DA­5421 with Rum & Humble Inc. and Contract No. DA­5422 with Future Roots Inc. dba DUBLAB, covering development and implementation of a musical arts and cultural production program at Los Angeles International Airport (LAX). Recommendations for Council action: 1. ADOPT the determination by the Board of Airport Commissioners Friday - June (BOAC) that this21, 2024is-exempt from the California action PAGE 38 Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) of the Los COMMITTEE REPORT relative to the First Amendment to Contract No. DA­5421 with Rum & Humble Inc. and Contract No. DA­5422 with Future Roots Inc. dba DUBLAB, covering development and implementation of a musical arts and cultural production program at Los Angeles International Airport (LAX). Recommendations for Council action: 1. ADOPT the determination by the Board of Airport Commissioners (BOAC) that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) of the Los Angeles City CEQA Guidelines. 2. APPROVE the First Amendment to Contract Nos. DA­5421 with Rum & Humble Inc. and DA­5422 with Future Roots Inc. dba DUBLAB to increase their respective contract authorities by $380,000 and extend their terms through July 20, 2025 and April 22, 2025, respectively, both with a one­year extension option, covering development and implementation of a musical arts and cultural production program at LAX. 3. CONCUR with the BOAC action on February 15, 2024, by BOAC Resolution No. 27908, authorizing the Chief Executive Officer, Los Angeles World Airports (LAWA), or designee, to execute the First Amendment to Contract Nos. DA­5421 with Rum & Humble Inc. and DA­5422 with Future Roots Inc. dba DUBLAB. Fiscal Impact Statement: The BOAC reports that there is no impact to the General Fund. The City Administrative Officer reports that approval of the proposed First Amendment to LAWA’s Contract DA­5421 with Rum and Humble, Inc., and to Contract DA­5422 with Future Roots, Inc., dba DUBLAB, to augment the respective contract authorities by $380,000, resulting in an increase from $570,000 to $950,000, for a combined contract authority not­to­exceed $1,900,000 will have no impact on the City’s General Fund. Costs for operating expenses are available in the Fiscal Year 2023­24 LAWA Operating Budget in Cost Center 1150184 – Arts Program, Commitment Item 520 – Contractual Services. Funding for subsequent years will be requested as part of the LAWA’s annual budget process. The recommendations in the CAO report comply with the Los Angeles World Airports’ adopted Financial Policies.
