(46) 131493S17 CIVIL RIGHTS, EQUITY, IMMIGRATION, AGING AND DISABILITY COMMITTEE REPORT relative to implementation plans for Sidewalk Vending enforcement, education, outreach, and a process for receiving complaints; cultural competency training for City personnel who work with sidewalk vendors; and, related matters. Recommendations for Council action, as initiated by Motion (Hernandez for SotoMartínez Price): 1. DIRECT the Bureau of Street Services (BSS) to prioritize and report on plans to implement the following: a. Personally serving citations regarding violations of sidewalk vending rules, as opposed to mailing citations, and informing vendors of the alleged violation at the time of citation, including how to address and avoid the violation in the future. b. Providing education regarding violations and information about how violations can be avoided before issuing citations. c. Providing ability for vendors to voice complaints and feedback via phone regarding interactions with City officers, that is tracked for review by leadership of BSS. d. Regularly updating educational materials, including in both English and Spanish, to reflect any ordinance or regulation changes to the sidewalk vending program. e. Providing information to vendors regarding options for them to provide feedback and complaints if they feel their rights have been violated. Friday - June 21, 2024 - PAGE 50 f. Committing to quarterly meetings to listen to vendors' d. Regularly updating educational materials, including in both English and Spanish, to reflect any ordinance or regulation changes to the sidewalk vending program. e. Providing information to vendors regarding options for them to provide feedback and complaints if they feel their rights have been violated. f. Committing to quarterly meetings to listen to vendors' concerns. 2. DIRECT the BSS to report on the weapons or other devices (including pepper spray) that officers carry, their intended use, their rate of use, and how the BSS can ensure that they do not look like lethal weapons. 3. DIRECT the Chief Legislative Analyst (CLA) to report on options to provide cultural competency training to BSS personnel who work with sidewalk vendors. 4. REQUEST the City Attorney to provide instructions and assistance to BSS for officers to provide "ability to pay determination" notice in English and Spanish, accompanying any citation issued, informing vendors of their right to request a fine reduction. 5. DIRECT the Economic and Workforce Development Department to report on the resources needed to host community workshops at business source centers across the City. These workshops would provide information on sidewalk vending procedures and regulations in the City of Los Angeles and County of Los Angeles, information on how to open a brickandmortar storefront, and listening sessions where vendors can voice concerns about street vendingrelated items. Fiscal Impact Statement: Neither the City Administrative Officer nor the CLA has completed a financial analysis of this report.
