(8) 24­0327 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to vacancy rates within permanent supportive housing (PSH) units located in the City, the projected timeline for all Proposition HHH (Prop HHH)­funded projects currently in the development pipeline, the average length of vacancy of PSH units and the feasibility of providing updated ongoing data; and related matters. Recommendations for Council action, as initiated by Motion (Yaroslavsky – Raman – Harris­Dawson) 1. REQUEST the Los Angeles Homeless Services Authority (LAHSA), with assistance from the Los Angeles Housing Department (LAHD) and requested input from the Housing Authority of the City of Los Angeles (HACLA), to report to Council within 90 days on the current vacancy rates within PSH units located in the City, the projected timeline for all Prop HHH­funded projects currently in the development pipeline, the average length of vacancy of PSH units, and the feasibility of providing updated, ongoing data. 2. DIRECT the Chief Legislative Analyst (CLA), with assistance from the LAHD, the LAHSA, and with requested input from the HACLA, the Los Angeles County Homeless Initiative, the Los Angeles County Development Authority, and Enterprise Community Partners, to report to Council within 90 days on an overview of the current PSH tenant selection and unit lease up process, an analysis of systemic inefficiencies and breakdowns that are responsible for bottlenecking and delaying move­ins, an overview of current system­ level efforts to evaluate and redesign the rehousing process including “CES Reimagined,” and programmatic recommendations to dramatically reduce vacancy rates and durations in PSH units. 3. DIRECT the City Administrative Officer (CAO), with requested input from the City Attorney, to report to Council within 90 days on whether there are any contractual avenues by which PSH projects utilizing City funding — such as Prop HHH, the City's Homeless Housing, Assistance and Prevention allocation, Affordable Housing Managed Pipeline, Measure ULA, or other funding sources — can be Friday June obligated- to meet 2024 -occupancy rates within PAGE 21,specific 11 frame. a set time level efforts to evaluate and redesign the rehousing process including “CES Reimagined,” and programmatic recommendations to dramatically reduce vacancy rates and durations in PSH units. 3. INSTRUCT the CLA to report to Council on analysis of "vulnerability index" and other assessment tools utilized in Los Angeles, and in other jurisdictions, to inform systems of coordinated entry into housing resources, and provide recommendations to improve coordinated entry into permanent supportive housing in Los Angeles and reducing potential bias within self­reporting assessment tools. Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.
