8.\nPurchase and Sale Agreement by and between the City of Victorville (“City”) and the\nSouthern California Logistics Airport Authority (SCLAA)\nRecommendation:\nThat Your Honorable City Council and Southern California Logistics Airport Authority\nBoard of Directors approve:\n(1) Resolution No. SCLA 23-005 declaring the eight lots located along Civic Drive as\n“Exempt Surplus Land” pursuant to the Surplus Land Act, Government Code Section\n54221(f)(1)(D) and authorizing the disposition of such real property to the City, (ii)\nauthorizing the transmittal of a certified copy of the Resolution to the Housing and\nCommunity Development “HCD” Department, as specified in Section 400(e) of the\nSurplus Land Act Guidelines, and (iii) authorizing the Executive Director to execute\ntransactional documents to effectuate the purchase and transfer of the property;\n(2) Resolution No. 23-021 approving the purchase of eight lots located along Civic Drive\nand authorizing the City Manager to execute transactional documents to effectuate the\npurchase and transfer of the property; and\n(3) Resolution No. SCLAA 23-006 amending the SCLAA annual budget for fiscal year\n2022/2023 to recognize the sale proceeds.
