(24) 230319 PUBLIC SAFETY and GOVERNMENT OPERATIONS COMMITTEES’ REPORT relative to security issues at Cityowned and commercial public parking lots. Recommendation for Council action, pursuant to Motion (Hutt – Yaroslavsky – Et al.): DIRECT the Los Angeles Police Department, Personnel Department, Department of General Services Department (GSD), and the Los Angeles Department of Transportation, to report to Council on the problem of security at public parking lots (both Cityowned and commercial). The Wednesday issues to be addressed - July 31,should 2024 -include the following: PAGE 16 REPORT relative to security issues at Cityowned and commercial public parking lots. Recommendation for Council action, pursuant to Motion (Hutt – Yaroslavsky – Et al.): DIRECT the Los Angeles Police Department, Personnel Department, Department of General Services Department (GSD), and the Los Angeles Department of Transportation, to report to Council on the problem of security at public parking lots (both Cityowned and commercial). The issues to be addressed should include the following: a. What temporary security measures can be put in place to address the current surge of threats and crimes at parking lots. b. What temporary actions can be taken, including suspension of City employee parking rules and protocols to address the current parking crisis so that City employees who are required to come to work can have safe parking available to them. c. What actions can the GSD take to implement a· readily accessible City employee parking accommodation policy in the nearby City lots, including parking in the City Hall Mall. d. The feasibility of installing panic buttons or other emergency call devices and City owned parking lots and requiring similar devices to be installed at all commercial parking lots Citywide in order to address the security needs of all parking patrons and especially of parking patrons who are tourists to the City, both domestic and international. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
