Recommendations for Council action, if the tabulation of ballots indicates majority support, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. Wednesday 31, - Julyon Assessment levied 2024 the - City­owned properties withinPAGE 5 the District to be paid from the General Fund total $117,274.76. for the first year of the BID. 2. AUTHORIZE the City Clerk, subject to approval of the City Attorney, to prepare, execute and administer an operating agreement between the City and a non­profit corporation for the administration of the BID’s programs. Fiscal Impact Statement: The City Clerk reports that direct costs associated with Department administrative expenses will be charged to the District and will be recovered from assessments collected. Assessment levied on the City­owned properties within the District to be paid from the General Fund total $117,274.76. for the first year of the BID. Funding is available in the BID Trust Fund No. 659 to pay the General Fund share of the assessment for the first operating year. Proposition 218 requires the separation of general benefits from the special benefits. The general benefit portion for the District is $12,400.00 for the first year. However, funds other than assessment revenue must be budgeted annually for the general benefit expense for the remaining years of the BID’s ten­year term.

(24) 23­0319 PUBLIC SAFETY and GOVERNMENT OPERATIONS COMMITTEES’ REPORT relative to security issues at City­owned and commercial public parking lots. Recommendation for Council action, pursuant to Motion (Hutt – Yaroslavsky – Et al.): DIRECT the Los Angeles Police Department, Personnel Department, Department of General Services Department (GSD), and the Los Angeles Department of Transportation, to report to Council on the problem of security at public parking lots (both City­owned and commercial). The Wednesday issues to be addressed - July 31,should 2024 -include the following: PAGE 16 REPORT relative to security issues at City­owned and commercial public parking lots. Recommendation for Council action, pursuant to Motion (Hutt – Yaroslavsky – Et al.): DIRECT the Los Angeles Police Department, Personnel Department, Department of General Services Department (GSD), and the Los Angeles Department of Transportation, to report to Council on the problem of security at public parking lots (both City­owned and commercial). The issues to be addressed should include the following: a. What temporary security measures can be put in place to address the current surge of threats and crimes at parking lots. b. What temporary actions can be taken, including suspension of City employee parking rules and protocols to address the current parking crisis so that City employees who are required to come to work can have safe parking available to them. c. What actions can the GSD take to implement a· readily accessible City employee parking accommodation policy in the nearby City lots, including parking in the City Hall Mall. d. The feasibility of installing panic buttons or other emergency call devices and City owned parking lots and requiring similar devices to be installed at all commercial parking lots City­wide in order to address the security needs of all parking patrons and especially of parking patrons who are tourists to the City, both domestic and international.
