(21) 19­1150­S1 CONSIDERATION OF MOTION (McOSKER – BLUMENFIELD) relative to Memorandum of Understanding (MOU) 35 hiring hall practices, specific to exclusive and non­exclusive hiring arrangements between the contractor and Union. Recommendation for Council action: INSTRUCT the City Administrative Officer (CAO) and the Personnel Department, to: a. Repport to the Personnel, Audits and Hiring Committee on the status of MOU No. 35 in connection with hiring hall practices, specific to exclusive and non­exclusive hiring arrangements between the contractor and the union and the frequency of the utilization of hiring halls for construction projects. b. Report on the feasibility of establishing exclusive arrangements with hiring halls for key skilled craft apprenticeship programs through the Targeted Local Hiring Program, including any necessary funding. Fiscal Impact Statement: Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.
