4.\nContract and Licensing Agreement with ClearGov, Inc. for the Provision of\nCitywide Budget Preparation Software.\n(500)\nRecommendation:\n1. Approve the Agreement of License and Consulting Service with ClearGov,\nInc. for the development and provision of Citywide budget preparation, in\nthe amount of $203,532 over five (5) years, with two (2) one-year extensions\nof $42,250 and $43,518 in years four (4) and five (5) at the City Manager’s\ndiscretion;\n2. Authorize the City Manager or his designee to approve change orders in an\namount not-to-exceed 15% of the total agreement amount, as needed for\nunforeseen services;\n3. Authorize the City Manager to execute the agreement in a form approved\nby the City Attorney;\n4. Approve the transfer of the accumulated technology surcharge revenues of\n$291,007 from the General Fund to the Financial System Fund to support\nthe budget software implementation, as well as the ongoing subscription\nand related support costs; and
