Approval of Professional Services Agreement with P&A Administrative Services, Inc. for\nAdministration Services to Support City Employee and Retiree Benefit Plans\nRecommended Action\nStaff recommends that the City Council\n1. Adopt a finding of no significant effect pursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act (CEQA) Guidelines;\n2. Award RFP to P&A Administrative Services, Inc. for the administration of the City’s\nFlexible Spending Account, Dependent Care Account, Section 125 Cafeteria Plan,\nCOBRA, and Retiree Billing for the Human Resources Department;\n3. Authorize the City Manager to negotiate and execute a professional services agreement\nwith P&A Administrative Services, Inc. in the amount not to exceed $230,000 (including a\n15% contingency) for a total amount of $230,000 over a five-year period, with two oneyear renewal options with future year funding contingent on Council budget approval.\na.
