F.1.\nCO-SPONSORSHIP AGREEMENT WITH THE INSTITUTE FOR PUBLIC\nSTRATEGIES’ FOR THE NOVEMBERFEST: SOBER DRAG BINGO\nEVENT [C. BYERS]:\nSUBJECT: The City Council will consider approving a Co-Sponsorship\nAgreement with the Institute for Public Strategies’ Novemberfest: Sober\nDrag Bingo event, taking place on Saturday, November 15, 2025, at\nPlummer Park’s Fiesta Hall.\nRECOMMENDATIONS: 1) Approve a Co-Sponsorship Agreement with\nthe Institute for Public Strategies’ Novemberfest: Sober Drag Bingo event,\ntaking place on Saturday, November 15, 2025, in Plummer Park’s Fiesta\nHall; 2) Authorize the City Manager or his designee to execute documents\nincident to the Co-Sponsorship Agreement between the City and the\nInstitute for Public Strategies; 3) Authorize the Director of Finance &\nTechnology Services to approve the use of $5,000 from budgeted funds in\nthe Special Council Programs account number 100-1-01-00-531001 for\ncosts associated with this event; 4) Waive any Facility Use Fees, Special\nEvent Permit Fees, Encroachment Permit Fees, and the 3-hour parking\nlimit at the Plummer Park parking lot for event participants (estimated\n$1,674); 5) Authorize the use of the City name and logo on invitations,\nprograms, and other collateral materials for this event; and 6) Direct the\nCommunications Department to utilize all appropriate communication tools\nto promote the events including, but not limited to, the City’s website, a\npress release, and social media tools.
