(14)\n25-0612\nPUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’\nREPORT relative to acceptance of the Fiscal Year 2023 State\nHomeland Security Program (FY23 SHSP) grant in the amount of\n$274,000.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the Mayor, or designee, to:\na. Accept, on behalf of the City, the FY23 SHSP grant in the\namount of $274,000 for a grant performance period of\nSeptember 1, 2023 through February 28, 2026, to fund\napproved Los Angeles Fire and Police Departments’\nprojects as outlined in Attachment 3 of the Mayor’s report\ndated June 4, 2025, attached to the Council file.\nb. Negotiate and execute an agreement with the County of\nLos Angeles for a term commencing September 1, 2023\nthrough February 28, 2026, for receipt of FY23 SHSP\ngrant funds, consistent with the approved grant budget\nand in accordance with the Agreement provided in\nAttachment 3 of said Mayor’s report, subject to the\napproval of the City Attorney as to form.\nc. Submit to the grantor, on behalf of the City, requests for\ndrawdown of funds or reimbursements of City funds\nexpended for eligible grant purposes.\nd. Negotiate and execute a contract with a vendor to provide\nAll-Hazards Incident Management Team Training (AHIMT)\nin an amount not to exceed $150,000, and for a term of up\nto 12 months within the grant performance period, subject\nto the approval of the City Attorney as to form.\n2. AUTHORIZE the Controller to:\na. Establish a new receivable in Fund No. 67M in the amount\nof $274,000 for the FY23 SHSP grant.\nb. Expend and receive funds upon presentation of\ndocumentation and proper demand by the Mayor’s Office\nof Public Safety to reimburse City departments.\nc. Appropriate funds within Fund 67M/46 in the total amount\nof $274,000 as follows:\nFund No. 67M/46; Account No. 46C938 – Fire; Amount:\n$150,000\nFund No. 67M/46; Account No. 46C970 – LAPD Grant\nAllocation; Amount: $56,886\nFund No. 67M/46; Account No. 46C170 – Police; Amount:\n$56,886\nFund No. 67M/46; Account No. 46C299 – Related Costs;\nAmount: $10,228\nd. Transfer appropriations from FY23 SHSP Grant Fund No.\n67M/46, to the General Fund to reimburse the General\nFund for FY23 SHSP as follows:\nTransfer from Fund No. 67M/46, Account No. 46C170 –\nPolice; Amount: $56,886\nTransfer to Fund No. 100/70, Account No. 001092 –\nOvertime, Sworn; Amount: $56,886\n3. TRANSFER up to $10,228 from FY23 SHSP Grant Fund No.\n67M/70, Account No. 46C299, to the Police Department\nGeneral Fund No. 100/70, Revenue Source Code 5346,\nRelated Costs Reimbursements for Grant, for reimbursement of\ngrant-funded fringe benefits.\n4. AUTHORIZE the Mayor, or designee, to prepare Controller\ninstructions for any technical accounting adjustments, subject to\nthe approval of the CAO; and, AUTHORIZE the Controller to\nimplement the instructions.\nFiscal Impact Statement: The CAO reports that there is no impact to\nthe General Fund as a result of the recommendations in the report.\nAcceptance of the FY 2023 SHSP grant award in the amount of\n$274,000 will provide programmatic funding for the Los Angeles Fire\nDepartment and the Los Angeles Police Department.\nFinancial Policies Statement: The CAO reports that the\nrecommendations in the report comply with the City’s Financial\nPolicies in that one-time revenue is used for one-time expenses, all\ngrant-eligible costs are fully covered by grant funds, and the grant\nfunds are sufficient to support the grant activities.
