(13)\n21-1365\nPUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’\nREPORT relative to the Fiscal Year (FY) 2021 Regional Catastrophic\nPreparedness Grant performance period extension, and amendment to\nContract No. C-1483081 with Innovative Emergency Management, Inc.\nRecommendation for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. NOTE and FILE the Mayor’s report dated June 23, 2025,\nattached to the Council file.\n2. APPROVE the Fiscal Year 2021 Regional Catastrophic\nPreparedness Grant six-month extension for a new grant\nperformance period from September 1, 2021 through August\n31, 2025.\n3. AUTHORIZE the Mayor’s Office of Public Safety (MOPS) to:\na. Submit any necessary documents or amendments to\nAgreement No. EMF-2021-CA-00029 to the U.S.\nDepartment of Homeland Security, Federal Emergency\nManagement Agency for the six-month extension through\nAugust 31, 2025.\nb. Retroactively reinstate and amend Contract No. C-143081\nwith Innovative Emergency Management, Inc., dba IEM\nInternational, Inc., for a seven-month no-cost extension\nfrom January 31, 2025 through August 31, 2025, subject\nto the approval of the City Attorney as to form and legality\nand compliance with the City’s contracting requirements;\nand, to the extent any services have been provided or\nperformed by IEM International, Inc., in accordance with\nthe terms and conditions of the Occupancy Agreement,\nratify those services.\n4. AUTHORIZE the MOPS to prepare Controller instructions\nand/or make technical adjustments as necessary to implement\nthe actions approved by the Mayor and City Council, subject to\nthe approval of the City Administrative Officer (CAO); and,\nrequest the Controller to implement the instructions.\nFiscal Impact Statement: The CAO reports that the funding match of\n$105,095 has been primarily met through a combined in-kind match of\nstaff salaries, fringe benefits, and other eligible match activities from\nall involved agencies in the Southern California Regional Catastrophic\nPlanning Team. There is no additional impact to the General Fund.\nFinancial Policies Statement: The CAO reports that the\nrecommendations in the report are in compliance with the City’s\nFinancial Policies in that all grant funds will be utilized for granteligible activities.
