11) A PROPOSITION 218 MAJORITY PROTEST PUBLIC HEARING TO CONSIDER AND ADOPT A\nPROPOSED RESOLUTION APPROVING THE SCHEDULE OF INCREASED/ADJUSTED WATER AND\nSEWER SERVICE FEES AND CHARGES SUBJECT TO THE OUTCOME OF A MANDATORY PARCEL\nOWNER PROTEST VOTE\nRecommend that the City Council:\na. Open the Proposition 218 Majority Protest Public Hearing.\nb. Receive a presentation, including discussion regarding responses to timely submitted objections\nand pose questions to staff.\nc. Open the Public Comment Portion of the Majority Protest Public Hearing and Receive Public\nComment, including the submission of additional written protests.\nd. Close the Public Comment Portion of the Public Hearing and make a final call for the submission of\nwritten protests.\ne. Pose closing questions to staff, if any, and then recess the proceedings so that the City Clerk may\ntabulate the total number of written protests received.\nf.\nReconvene proceedings to announce results of majority protest vote and if protests were submitted\nfor 50% or less of the total number of affected real property parcels and consider adopting\nResolution No. 8412approving the new schedule of increased/adjusted water and sewer service\nfees and charges identified in as detailed in the 2025 Water and Sewer Report.
