Authorize the submittal of a grant application to the Los Angeles County Regional Park and\nOpen Space District in an amount not to exceed $5,000,000 for their 2025 competitive grant\ncycle for use towards Las Palmas Park Revitalization Project – Phase II and Recreation Park\nRoof Replacement & HVAC Upgrade; and\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute all\nrelated documents.\nPUBLIC HEARINGS

11) A PROPOSITION 218 MAJORITY PROTEST PUBLIC HEARING TO CONSIDER AND ADOPT A\nPROPOSED RESOLUTION APPROVING THE SCHEDULE OF INCREASED/ADJUSTED WATER AND\nSEWER SERVICE FEES AND CHARGES SUBJECT TO THE OUTCOME OF A MANDATORY PARCEL\nOWNER PROTEST VOTE\nRecommend that the City Council:\na. Open the Proposition 218 Majority Protest Public Hearing.\nb. Receive a presentation, including discussion regarding responses to timely submitted objections\nand pose questions to staff.\nc. Open the Public Comment Portion of the Majority Protest Public Hearing and Receive Public\nComment, including the submission of additional written protests.\nd. Close the Public Comment Portion of the Public Hearing and make a final call for the submission of\nwritten protests.\ne. Pose closing questions to staff, if any, and then recess the proceedings so that the City Clerk may\ntabulate the total number of written protests received.\nf.\nReconvene proceedings to announce results of majority protest vote and if protests were submitted\nfor 50% or less of the total number of affected real property parcels and consider adopting\nResolution No. 8412approving the new schedule of increased/adjusted water and sewer service\nfees and charges identified in as detailed in the 2025 Water and Sewer Report.

Conduct a Public Hearing;\nb. Pending public testimony, approve first reading in title only and waive full reading of\nOrdinance No. 1737, titled: “An Ordinance of the City Council of the City of San Fernando,\nCalifornia, repealing prior Ordinance No. 1668 and amending Division 3 (General Municipal\nElections) of Article II (City Council) of Chapter 2 (Administration) of the San Fernando\nMunicipal Code to change the date of the City’s General Municipal Elections from the\nStatewide Election date in November of even-numbered years to the Statewide Election\ndate that alternates between March and June of even-numbered years beginning\nJune 2, 2026.”\nc. Adopt Resolution No. 8410 amending the budget for Fiscal Year 2025-2026 to appropriate\nthe grant revenues and expenses; and\nc. Approve a Memorandum of Understanding with Alzheimer’s Los Angeles (Contract No.\n2422) to provide education and resources related to Alzheimer’s Disease and other\ndementias; and\nb. 8)\nCONSIDERATION TO APPROVE A FIRST AMENDMENT TO THE PROFESSIONAL SERVICES\nAGREEMENT WITH INTERWEST CONSULTING GROUP FOR ON-CALL PUBLIC WORKS SERVICES\nTO INCLUDE ADDITION OF AN INTERIM PUBLIC WORKS DIRECTOR, PROJECT MANAGEMENT,\nAND GRANT ADMINISTRATION SERVICES\nRecommend that the City Council:\na. Approve a first amendment to the Professional Services Agreement with Interwest\nConsulting Group (Contract No. 2429(a)) for On-Call Public Works Services, increasing the\ncontract amount by $325,000 for a revised not-to-exceed total of $350,000; and\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe amendment and all related documents.
