2.\nOctober 7, 2025\nAPPEAL OF PLANNING APPLICATION 23-14 AND TENTATIVE 25-440\nPARCEL MAP 2023-117 FOR A RESIDENTIAL SMALL LOT\nSUBDIVISION TO CREATE TWO PARCELS, EACH CONTAINING A\nNEW TWO-STORY DETACHED SINGLE-FAMILY RESIDENCE AND\nAN ATTACHED TWO-CAR GARAGE AT 2308 SANTA ANA AVENUE\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Find that the proposed project is exempt from the provisions of the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15315 (Class 15), Minor Land Divisions for the parcel\nmap application, and Section 15303 (Class 3), New Construction or\nConversion of Small Structures for the design review application.\n2. Find the project statutorily exempt from the requirements of CEQA\npursuant to Public Resources Code section 21080.66.\n3.
