25. 25-56613\nRecommendation to request City Manager to return to Long Beach City Council by\nthe October 21, 2025, City Council meeting with a status update presentation on\nthe residential organics (green cart) collection program and a detailed plan to\naddress the ongoing constituent concerns related to missed collections, availability\nof carts for exchange requests, and customer service satisfaction.\nOffice or Department:\nDaryl Supernaw, Councilman, Fourth District\nSuggested Action:\nApprove recommendation.\nRecommendation to request City Attorney to agendize an ordinance to regulate the\nsale and use of CA State Fire Marshall-approved ground-based sparkling devices\n(a legal form of firework that does not leave the ground, does not explode, and\nmeets all state regulations for noise), that includes:\n• Incorporation of 7 percent fee on the sale of ground-based sparkling devices\nin accordance with AB1403 for funding a robust, dangerous firework\ncommunity education and enforcement plan;\n• Incorporate that 4 percent of post-cost revenue be designated to the\nNonprofit Partnership to support grants for Long Beach community needs,\ndetermined by the City Council annually; and\n• Incorporate a selection process where 501(c) 3 organizations can apply for\npermits to operate up to 10 stands spread across the city (excluding the\ncoastal zone). The application should score for articulation of how the funds\nraised support Long Beach residents. A lottery is being utilized when more\nthan 10 applicants are qualify.
