11.\nApprove the Public Works Construction Contract with Metrocell Construction, Inc. for the Palo\nAlto Storm Drain Improvement Project for an amount not-to-exceed $83,093.80, approval of a\n$13,093.80 additional appropriation from the Storm Drain Fund (405) unassigned fund balance,\nand determine that the project is categorically exempt from environmental review pursuant to\nSection 15301(c) of the State's guidelines implementing the California Environmental Quality Act\n(Municipal Utilities and Engineering Director Harris)
