9.\nNOTICE INVITING BIDS: POPLAR BOULEVARD REHABILITATION PROJECT (STPL5130(024)) – F2M25-55, N2M25-145\nStaff recently secured approval from the California Department of Transportation for the\nSTPL-5130(024) Poplar Boulevard Rehabilitation Project. The project consists of road\nrehabilitation, sidewalk, ADA ramps, curb & gutter and traffic striping. The funding for this\nproject is a combination of Federal Surface Transportation Program Local (STPL) funds,\nMeasure M and Measure R local funds. Plans and specifications have been prepared for\nthis project. Once the Council authorizes the distribution of the Notice Inviting Bids (NIB),\nit will be posted and advertised with the bid notice and bid instructions.\nRecommended Action:\nCity Council authorize the circulation of Notice Inviting Bids\nfor the Poplar Boulevard Rehabilitation Project (STPL-5130(024)), with bids due no later\nthan 10:30 a.m. on November 13, 2025; and, direct staff to undertake the steps necessary\nto finalize Council’s action.
