25.\nSECOND READING AND ADOPTION OF AN ORDINANCE AMENDING CHAPTER\n2.04 OF THE ALHAMBRA MUNICIPAL CODE PERTAINING TO THE ORDER OF\nBUSINESS FOR CITY COUNCIL MEETINGS AND PROCEDURE FOR ADDRESSING\nCOUNCIL – F2M24-7, O2M25-4850\nStaff requests that the City Council declare introduced for second reading and adopt an\nOrdinance amending Chapter 2.04 of the Alhambra Municipal Code pertaining to the order\nof business for City Council meetings and the procedure for addressing Council. At the\nSeptember 8, 2025 Council meeting, staff presented a report summarizing how the\nplacement of public comment for non-agendized items at the beginning of the meeting\nhad functioned thus far. After receiving public comment, the City Council discussed a\npreference for keeping public comment for non-agendized items at the beginning of the\nmeeting for an initial set time of 30 minutes with an individual speaker time of 3 minutes\nto allow for more individuals to make their comments at the beginning of the meeting.\nCouncil also discussed that an individual’s speaking time during the continuation of public\ncomment at the end of the meeting could be 5 minutes, which could accommodate those\nthat wished to have more time to speak. Council also directed staff to return with more\ninformation on whether surrounding cities have set time limits for public comment on nonagendized items and for consent agenda items. Staff presented survey results to the\nCouncil at the September 22, 2025 and after receiving public comment, the City Council\ndetermined those revisions to Chapter 2.04.030 (Order of business for City Council\nmeetings) and to Chapter 2.04.210 (Procedures for addressing Council) the Council\nwished to include in the proposed ordinance and then introduced the ordinance for first\nreading. The revisions the Council made to the Alhambra Code Chapter 2.04 included,\nbut are not limited to: 1) Permanently move public comment for non-agendized items to\nthe beginning of the meeting, after any ceremonial items, for an initial set time of 30\nminutes with the balance of any comment at the end of the meeting; 2) Set the individual\nspeaker time for public comment for non-agendized items to 3 minutes for the initial 30minute comment period and to 5 minutes during the continuation of public comment at the\nend of the meeting; and, 3) Set a total individual speaker time for consent agenda items\nas follows: the total individual speaker time for consent agenda items shall be five minutes\nfor those individuals speaking on one item and for those individuals speaking on more\nthan one consent item, the total speaking time shall be 10 minutes.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M25-4850 entitled: An Ordinance of the City Council of the\nCity of Alhambra, California, amending Chapter 2.04.030 of the Alhambra\nMunicipal Code pertaining to the Order of Business for City Council meetings\nand Chapter 2.04.210 pertaining to the Procedure for Addressing Council\nPUBLIC COMMENT FOR NON-AGENDIZED ITEMS CONTINUED (TIME LIMITATION – 5\nMINUTES PER SPEAKER)\nContinuation of public comment for speakers that wish to comment on non-agendized items, but\nwere unable to speak during the first public comment period.
