19.\nAWARD CONTRACT: PURCHASE AND UPFIT OF TWO PATROL VEHICLES FOR\nTHE ALHAMBRA POLICE DEPARTMENT USING CHP GRANT FUNDS FROM THE\nCALIFORNIA HIGHWAY PATROL CANNABIS TAX FUND PROGRAM – F2M25-6A,\nC2M25-49, M2M25-158\nOn July 28, 2025, the City Council approved the acceptance of grant funds from the\nCalifornia Highway Patrol’s Cannabis Tax Fund Program. This grant allows for the funding\nand purchase of two fully police patrol vehicles. As such, staff is seeking to purchase two\npatrol vehicles through a cooperative purchase agreement. A cooperative purchase is\nallowable per Alhambra Municipal Code 3.36.080(B)(3). On September 15, 2021,\nSourcewell opened four bids for procuring vehicles including cars, vans, SUVs and light\ntrucks, along with related equipment, accessories, and services. Sourcewell awarded\ncontract 091521NAF to National Auto Fleet Group on November 4, 2021 – a contract that\ndoes not expire until November 8, 2025. According to the Sourcewell bid specifications,\nthere is an option to purchase vehicles for $50,819.38 and upfit for $24,125.90 with taxes\nand fees for a total of $84,315.06 per vehicle. Staff recommends purchasing two vehicles\nunder this option.\nRecommended Action:\nCity Council award a contract to National Auto Fleet Group,\nsubject to final language approval by the City Manager and City Attorney, for the purchase\nof two police patrol vehicles in the amount of $168,630.12; and, direct staff to undertake\nthe steps necessary to finalize Council’s action.
