24.\nCONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 2.23 (§ 2.23.030, §\n2.23.040, AND § 2.23.050) OF THE ALHAMBRA MUNICIPAL CODE PERTAINING TO\nTHE COMPOSITION AND APPOINTMENT OF THE HCDA CITIZEN ADVISORY\nCOMMITTEE – F2M25-29, O2M25-4851\nThe HCDA serves an important role as an advisory body to the City Council, providing\nrecommendations related to the City’s housing and community development initiatives.\nAccording to the Municipal Code (§ 2.23.090), the HCDA shall meet once every three\nmonths. In addition, per the City’s Citizen Participation Plan, the HCDA is expected to\nmeet regularly to provide input and recommendations on key documents, including the\nConsolidated Plan, the Annual Action Plan, the Consolidated Annual Performance and\nEvaluation Report (CAPER), and any substantial amendments.The HCDA Citizen\nAdvisory Committee held a meeting on March 4, 2025. After that date, no meetings could\nbe held through September 2025 due to a lack of quorum. With the current six appointed\nmembers and four vacancies on the ten-member body, all members needed to be present\nto meet the quorum requirement of six (50% plus one). Due to the lack of quorum from\nMarch through September, the committee was unable to fulfill its advisory responsibilities\nor provide formal recommendations during that time. The proposed ordinance amends\nSections § 2.23.030, § 2.23.040, and § 2.23.050 of the Alhambra Municipal Code to\nreduce the HCDA Citizen Advisory Committee membership from ten (10) to five (5)\nmembers, and to reduce the number of committee member appointments by each City\nCouncil member from two (2) to one (1).\nRecommended Action:\nCity Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M25-4851: An Ordinance of the City Council of the City of\nAlhambra, California, amending Chapter 2.23 (§ 2.23.030 – Composition and\nQualifications, § 2.23.040 – Appointment and Term of Office, and § 2.23.050\n– Ex Officio Members) of the Alhambra Municipal Code relating to the HCDA\nCitizen Advisory Committee\nwhich ordinance will return for a second reading and adoption at the next regular Council\nmeeting.
