(21)\n25-1103\nCD 5\nPLANNING AND LAND USE MANAGEMENT and HOUSING AND\nHOMELESSNESS COMMITTEES’ REPORT relative to authorizing the\nnecessary permits to allow for the demolition of the single-family\nresidence and Accessory Dwelling Unit (ADU) located at 9019 Monte\nMar Drive.\nRecommendations for Council action, pursuant to Motion (Padilla for\nYaroslavsky - Lee):\n1. DIRECT the Los Angeles Housing Department (LAHD),\nDepartment of City Planning (DCP), Department of Building and\nSafety (DBS), and any other relevant departments, in\nconsultation with the Office of the City Attorney, to authorize the\nnecessary permits to allow for the demolition of the single-family\nresidence and ADU at 9019 Monte Mar Drive, given the\npresence of black mold within the structures, and to allow for\nthe desired rebuilding of the single-family residence with an\nattached junior ADU, in conformance with all applicable City\ncodes.\n2. DIRECT the DCP, in consultation with the Office of the City\nAttorney, DBS, and LAHD, to report to Council within 30 days\non recommended changes, either administrative or statutory, to\nthe implementation of the Resident Protection Ordinance\n(RPO), Rent Stabilization Ordinance (RSO), and/or to any other\nrelevant local ordinances, implementation memorandum,\napplicant guidance, etc., to allow for owner occupied singlefamily homeowners to demolish their residence(s) without\ntriggering housing replacement requirements, particularly when\nthere are serious environmental or health conditions, while still\nensuring conformance with the Housing Crisis Act and any\nother relevant state and local statutes.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
