8.H.\nHeli-Hydrant Project – Award of Contract\nRecommendation:\n1) Adopt Resolution No. WUA-2025-03 amending the Fiscal Year 2025-26\nbudget in the amount of $1,496,696 in supplemental funds to be allocated\nfor the construction of the Heli Hydrant Project;\n2) Waive a minor bid irregularity and award the construction contract to the\nlowest responsive bidder, West Valley Investment Group, Inc., in the\namount of $1,360,633 for the Construction of Heli Hydrant Project;\n3) Reject all other bids;\n4) Authorize the Executive Director to execute the construction contract on\nbehalf of the Whittier Utility Authority and;\n5) Approve $136,063, in contingency for the Project subject to the approval of\nthe Executive Director.
