12. AWARD CONTRACT: DEVELOPMENT OF A COMPREHENSIVE SUSTAINABILITY\nPLAN – F2M22-64, RFP2M22-21, C2M23-19, M2M23-54\n6\n4-10-23\nOn November 14, 2022, the City Council authorized the circulation of a Request for\nProposals (RFP2M22-21) for the development of a Comprehensive Environmental\nSustainability Plan (CESP). A total of five (5) proposals for this project were received from\nqualified consulting firms. On March 16, 2023, an evaluation panel consisting of two City\nCouncil members and four City staff members interviewed and rated the firms to determine\nhow each met the essential requirements outlined in the RFP including: Proposal Format\nand Approach; Understanding of Project Scope; Experience with Similar Work;\nQualifications of Staff; and Performance on Previous Projects. After careful consideration,\nthe evaluation panel determined Environmental Science Associates (ESA) best meets the\nCity’s criteria and overall needs. The estimated completion for the CESP by ESA is 26\nmonths, based primarily on extensive data collection and analysis and community\nengagement. As part of the process and scope of work, the consultant will review existing\nconditions and assess vulnerability; develop targets and strategies; conduct outreach\n(briefings, advisory groups, stakeholder discussions, and community workshops); and\nprovide the plan document, with implementation and measurement support.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, by and between the City of Alhambra\nand Environmental Science Associates (ESA), for the completion of a Comprehensive\nEnvironmental Sustainability Plan in an amount not to exceed $667,807; direct the\nFinance Director to appropriate grant revenue and expenditure funds in the amount of\n$680,000 from the Department of Housing and Urban Development (HUD); and, direct\nstaff to undertake the steps necessary to finalize the Council’s action.
