10. RESOLUTION APPROVING A SECOND SIDE LETTER AMENDING THE\nMEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY AND THE\nALHAMBRA POLICE OFFICERS’ ASSOCIATION – F2M23-2, C87-16C, R2M23-19\nThe City Council approved a Memorandum of Understanding (MOU) between the City and\nthe Alhambra Police Officers’ Association (APOA) on July 12, 2021. Subsequently, the\nCity Council approved a side letter with APOA amending the original MOU and extending\n5\n4-10-23\nit for an additional two years with certain salary and benefit increases. Since the approval\nof the first side letter with APOA, it was discovered that due to administrative error, certain\npreviously agreed upon items were inadvertently not included in the first side letter of\nagreement. The second side letter of agreement amending the existing MOU between the\nCity and APOA serves to update and clarify changes that the City and APOA previously\nreached agreement on but neglected to include and memorialize. The second side letter\nof agreement amending the existing MOU between the City and APOA is consistent with\nthe City’s Council’s goals and priorities as it pertains to recruiting and retaining quality\nPolice Officers. Adoption of a Resolution to implement these changes is required.\nRecommended Action: City Council adopt Resolution No. R2M23-19 entitled: A\nResolution of the Alhambra City Council approving a Second Side Letter amending the\nMemorandum of Understanding between the City of Alhambra and the Alhambra Police\nOfficers’ Association and amending the City of Alhambra Compensation Plan
